Draft laws on communal activities and water services discussed

06/06/2019

The Communal Infrastructure Association Board of the Chamber discussed the draft laws on communal activities and water services.

The Communal Infrastructure Association Board of the Chamber discussed the draft laws on communal activities and water services. Due to problems in the implementation of the current Law on Communal Activities, this legal act needs to be amended. Bearing in mind the scope of the proposed amendments, it was assessed that these issues need to be regulated through the Law on Water Services, which regulates the areas of water supply and wastewater management and the Law on Communal Activities governing all other communal activities.

The Law on Water Services envisages equal prices of water for population and the economy within five years. According to a representative of the Ministry of Sustainable Development and Tourism, implementation of this law will be postponed until conditions for its implementation are created. It is necessary to develop a technical-economic analysis and determine service areas, establish service provider in the case of regionalization... Until then, the existing Law on Communal Activities will be applied.

It was concluded that in order to improve the Law on Water Services, the Chamber of Economy will consolidate suggestions of water utility companies and promptly forward them to the Ministry. The Board adopted the 2020 Work Program with the Action Plan.
